2006 Rule Book

MIHJA MEMBERS:

In January 2005, the United States Equestrian Federation (USEF) ruled that ALL competitors, not just juniors, must wear ASTM approved helmets effective December 1, 2005.

ARTICLE I.

The name of this organization shall be Mid State Illinois Hunter Jumper Association. "MIHJA" is the approved abbreviation.

ARTICLE II. MISSION STATEMENT:

MIHJA exists to promote hunter and jumper equestrian sports in Central Illinois. Our Mission is to provide support and opportunities for riders to advance as far as their desires and abilities allow, and to ensure a totally fair and equitable environment for all members at MIHJA recognized competitions and other activities, and in its governance.

I. Create and maintain an environment that encourages membership, competition, learning, and active involvement of hunter/jumper riders of all ages and skill levels. Explicitly included is proper care and use of horses.

II. Encourage, provide, and support safe, high quality hunter/jumper competitions, which are impeccably conducted in a sportsmanlike manner.

Ill. Encourage and support MIHJA members to advance to the limits of their abilities and desires.

IV. Recognize efforts and accomplishments of Association members.

V. Govern itself by a system comprised of individuals dedicated to serving the entire membership and whose single motive is advancing the welfare of MIHJA with complete integrity.

VI. Continuously improve the quality and outreach of MIHJA, including attracting more MIHJA rated shows and members.

For accounting purposes, the fiscal year shall end on November 30th.

Section 1.

a. The qualifications for membership shall be "anyone interested in and willing to work for the purposes of the Association" with a paid application. There are no geographic limitations to membership of individuals, horses, or shows.

b. Membership to be divided into three classifications: (1) Single Membership

(2) Family Membership (3) Stable Membership.

Section 2. Dues: Membership dues are to be determined by the Executive Committee.

Section 3. Payment of Dues: The membership year shall begin December 1st and dues of all members are payable on that date. Dues shall be considered in arrears unless paid to the Association Treasurer by December 31st. Dues are not refundable for any purpose.

Section 4. Voting Rights: Those eligible to vote must have been members at least 90 days prior to the election. On the day of the election all those wishing to vote must register, a list of eligible voters must be posted and a count of registered voters taken prior to the election. Individual members are entitled to a single vote; Family Memberships are entitled to two (2) votes, exercised by family members only; and Stable Memberships are entitled to two (2) votes, one of which must be exercised by the stable owner. Voting by proxy shall be permitted only by a current member who has participated in or attended at least 50 percent of MIHJA approved shows the previous year.

Section I. Officers. The officers of this organization shall be President, Vice President, Secretary, Treasurer and three Directors. Only members in good standing may hold office.

Section 2. Duties of Officers.

a. President: The President shall call, preside over and set the agenda for all meetings and perform all other duties usual to the office, to include final approval of all expenditures of the association with the approval of the Board. Appoint Standing Committees as outlined in Article VII. The President will serve a two-year term with full voting rights.

b. Vice President: The Vice President shall work closely with the President on all duties and head

at least 2 of the standing committees. In the absence of the President in case of necessary

absence or disability, the Vice President will assume the full duties, powers and responsibilities of the President. Shall act for the President and assume the office of the President in the event of the permanent disability or resignation of the President. The Vice President will serve a two-year term with full voting rights.

c. Secretary: The Secretary shall keep proper records of all business meetings of the Association, of the Board of Directors and of the Executive Committee. The Secretary may call a Board meeting when the President can not / will not. The Secretary shall also act as a Corresponding Secretary. The Secretary shall be reimbursed for all submitted Association expenses after review by Executive Committee. The Secretary shall give notice of all meetings of the Executive Board and General Membership, and to publish and mail periodic newsletters to all members advising of club activities, show results and current point standings for the year end awards. The Secretary shall have the responsibility of granting show approval for established shows. He/she shall serve as Co-chairperson of the Show committee. In addition, the Secretary is responsible for keeping a record of all points won by horses and riders nominated to compete for annual high point awards and to provide, verify, and keep a file of the membership forms for horses and riders competing for said awards. The Secretary will serve a two-year term with full voting rights.

e. Treasurer: The Treasurer shall receive all monies due to the Association, and shall pay all bills when properly verified by the persons incurring the indebtedness and when allowed by the President, Board of Directors or by the members in regular meetings. Shall keep a proper set of books and shall render an account at each meeting. At the end of the fiscal year, the Executive Committee shall arrange for the review of the books based on presentation of the Treasurer's annual report of income and expenses for that year. The Treasurer will serve a two-year term with full voting rights.

f. Directors: The Directors shall be three in number. They will serve two-year terms with full voting rights. A three person junior panel (members to be from different barns and locale) will be elected by the general membership to report to the Board with no voting rights.

g. Board may also approve any other appropriate reimbursements.

1. Board of Directors: The Board shall consist of the officers and directors and chairmen of the standing committees, preferably from different geograpic areas.

2. Executive Committee: The Executive Committee shall consist of the officers: President, Vice President, Secretary, and Treasurer. A quorum of three is required to do business.

3. Professional Advisors: Professional horsemen in the district may attend Board meetings in an advisory capacity, with no voting rights.

4. Any member in good standing may attend a Board meeting with no voting rights.

5. All Board members must attend at least 75% of Board meetings to retain their Board position.

6. If the Board finds any member’s (including another Board member’s) behavior at MIHJA events or meetings to be in conflict with the best interests of the Association, they may vote to revoke or suspend that person’s membership, impose a fine, or a combination thereof. ARTICLE VII. COMMITTEES, STANDING AND SPECIAL

Section I. Standing Committees:

Standing Committees will serve a one-year term. The Chairman may be an MIHJA officer or director or an MIHJA member in good standing elected to Chairman by the other committee members. Any other MIHJA member in good standing may volunteer to serve on any committee.

These Standing Committees will consist of:

1. Banquet & Trophy Committee: Shall be responsible for planning and managing the annual year-end awards banquet and for choosing and procuring the trophies and awards presented there.

2. Membership Committee: Shall be responsible for ensuring that one club member is present at every approved show to register new members and new horses.

3. Publicity Committee: Shall be responsible for publicizing the plans and activities of MIHJA.

4. Nominating Committee: Shall be responsible for assembling a slate of officers to be nominated and voted on as part of the election of officers at a general meeting in the fall.

5. Show Committee: Shall be available to organizers of shows for information and assistance in interpretation and proper implementation of the Rules & Regulations of the Association. Final decision of all show dates requested shall be made by the Show Committee. The Show committee shall consist of the Secretary, the President, the Vice President, Treasurer and three members at large.

6. Rules Committee: Shall be responsible for accepting proposals for rule changes and submitting a list of proposed changes to the Board.

Section 2. Special Committees: Special Committees, with the exception of the nominating committee, shall be appointed by the President as needed.

Section I. Elections shall be held annually at a general meeting of the membership. Nominations may be made from the floor, provided they carry the consent of the nominee. Officers elected are to take office immediately.

Section 2. Term of Offices. The term of office to correspond to the calendar year(s). President, Vice President , and Secretary shall serve a term of two years. All other officers shall serve a term of two years. Directors shall serve a term of two years, with terms to be staggered, so that two Directors shall come up for election one year, and three come up the following year. Junior panel members be elected annually.

Section 3. Eligibility. Only members of the Association in good standing are eligible for elective office. Must have been a member of MIHJA at least 90 days to be eligible for elective office.

Section 4. Vacancies. Vacancies occurring in the offices of Vice President, Secretary, Treasurer, and Directors shall be filled for the unexpired term by appointment made by the President with the approval of the Board of Directors. Elections to fill all vacancies shall be held at the earliest possible meeting of the General Membership.

Section 5. Nominations. Only self-nominations will be accepted. Nominations can be made in writing to the Nominating Committee or from the floor at a meeting.

ARTICLE IX CONDUCT OF EXECUTIVE BOARD MEETING.

Executive Board Meetings will be held on an as needed basis, but at least twice per year. Board meetings to be called by the President, Secretary, or three Board members authorized herein to call such a meeting. The President and/or Secretary will notify all members of the Board. No meeting shall be held without at least 48 hours notice to all Board members. When possible, the

meetings will be set in sufficient time to allow notification of all members, via the newsletter, of the meeting date, location and agenda. If possible and desirable, Board meetings will be conducted in various locations at the convenience of the Board. All members will receive notice by mail of the time, date and place of each General Membership meeting.

Section 1. The quorum for a meeting of the Board of Directors shall be a majority of the current Board, excluding vacancies.

Section 2. The quorum for a meeting of the Association shall consist of 15 of its members.

ARTICLE XI. USE OF THE NAME.

The name of this Association shall not be used in connection with any enterprise or legislative matter, except as such action is consistent with the activities and policies of the Association and is approved by the Board of Directors.

ARTICLE XII. AMENDMENTS.

These BYLAWS may be amended only by a three-quarters (3/4) majority vote of all of the members of the Association present at any regular meeting provided due notice shall be given of the proposed amendments at the previous regular meeting, or in writing to every member at least two weeks before the meeting at which the amendments are to be acted upon.

These RULES & REGULATIONS of MIHJA may be amended by a majority vote of all members present at the general meeting. All members shall be notified by mail of any proposed amendments.

ARTICLE XIII. RULE OF ORDER.

The "Robert's Rules of Order, Revised" shall be parliamentary guide for conduction of meetings.

Non-Negotiable Funds: Persons submitting non-negotiable funds to MIHJA will be notified and assessed a fine of $25 plus current bank charges. If indebtedness and applicable fines are not paid within 20 days, offenders will be declared not in good standing and will be dropped from our membership and any points accumulated for year-end awards (if applicable) will be rescinded. MIHJA approved shows having problems collecting non-negotiable entry fees may enlist Board services in collecting such funds using the following procedure: Submit name and address of MIHJA member, copy of entry blank designating rider(s) involved and copy of check to the MIHJA Treasurer. Upon receipt of such notice, MIHJA will notify said person of his indebtedness and warn that unless settlement is made within 20 days, he will automatically be fined $50 to be paid to MIHJA, any year-end award points accumulated at said show rescinded and be barred from taking any part whatsoever in MIHJA approved competitions until settlement is made both of said indebtedness owing to the MIHJA approved show and of said $50 fine owing to MIHJA. Notification of failure to settle indebtedness will be published in our MIHJA newsletter.

Prize Lists/Show Bill: Suggestions for prize lists/show bills and requests for approval may be obtained by contacting the Point Secretary. Shows must clearly designate in their prize list/show bill any MIHJA recognized division and/or class which does not comply with MIHJA Rules and Regulations. No credit will be given for divisions and/or classes whose specifications are not in accordance with MIHJA rules.

Judges: A list of recommended Hunter and Jumper judges is printed in the back of this rulebook. It is recommended that judges may not officiate at more than two shows given by any show manager or facility in one-year period. Show committees are encouraged to take this into account when making their selections.

Application Fee: Application fee to hold an MIHJA approved show shall be $75, payable when date is reserved. Where more than one show is held in a given year by the same management under the same name, each show is considered a separate entity. After show results are timely received (see REQUIREMENTS FOR MIHJA APPROVED SHOWS), the show will be refunded $25.00. If show management cancels an approved show, said application fee is forfeited. SHOW MUST COLLECT & SEND MIHJA APPROPRIATE FUNDS WITH RESULTS. Under no circumstance will shows be granted recognition after the competition has been held.

Approval Application Procedure: Application for show dates must be made on the Show Recognition Form provided by the Association (available from the Secretary). No more than one show shall be granted approval unless written approval from the prior established show (SEE BELOW) is received by the MIHJA Secretary. The form must be filled out COMPLETELY and signed by an officer of the show requesting the date. At least one individual on the Three-Person Show Committee must be a member of MIHJA.

Show Approval Documentation: ALL APPLICATIONS MUST BE RECEIVED BY MIHJA SECRETARY 60 (SIXTY) DAYS PRIOR TO APPLICABLE SHOW DATES. This time frame is necessary to advise our membership, if possible, via the newsletter of all approvals. The Secretary shall send written confirmation of receipt and approval or denial of all applications in a timely manner. A rough draft of the Show Bill, listing all classes (including fence heights) and a MIHJA Membership Application form must accompany Show Recognition Form. MIHJA Medal Classes must be offered at every recognized show.

Established Shows: (Shows approved by MIHJA and held the previous show season and applying for the applicable dates in the current season [December 1–November 30]). Established shows may add or subtract dates as long as in the same time frame and creates no conflict with other approved show dates. These dates will not be awarded to other competitions if MIHJA receives the show applications within the allotted time period and prior to March 1 of the current show year. If established shows wish to retain established show dates in the current show season, they must ADVISE IN WRITING the MIHJA Secretary at least 90 days prior to subject show date or it becomes an open date. This will enable non-established shows to apply for that date/s.

New (non-established) Shows: If two or more applications for the same dates are received, only the application FIRST received will be approved, provided all other requirements for recognition are met. All show dates must have Board approval. Any other applications and fees received for the same date/s will be returned advising show/s of non-approval. All shows must have majority Board approval. Secretary to obtain approval from the Board via email, fax or written documentation. No two shows will be awarded the same show date.

Following approval, the Secretary will mail out address labels to the show committee. IT IS REQUIRED THAT PRIZE LIST/SHOW BILL BE MAILED TO ALL MEMBERS. LABELS CANNOT BE USED FOR PURPOSES OTHER THAN HORSE SHOW MAILINGS. Copies of the MIHJA Rules & Regulations and of the By-Laws shall be provided to all members upon payment of dues. The membership list shall be provided to all members upon request. A copy of the MIHJA Rulebook and a membership list shall be sent to secretaries of all MIHJA approved shows. All approved show dates will be printed in the newsletter and periodically mailed to all members.

Recognized Shows: Each barn shall be limited to three MIHJA recognized shows per show season

(December 1 – November 30^th). If a barn allows a non-profit group (such as a local pony club) use

their facilities for a MIHJA show, that show shall not count towards the three show limit.

Show Insurance: All shows must provide proof of Show Insurance (which is not farm insurance) or a $75.00 deposit per show day at the time show applications are submitted to the Point Secretary to be used to cover the cost of "piggy-backing" the show to MIHJA’s insurance.

Refund of Entry Fees: It is required that show management refund (or credit toward entry in another division) entry fees of horses/ponies ineligible to compete in the Pony/Small division at any show. Any other refund of entry fees for any reason will be at the discretion of the individual show management. Each show must clearly state its policy regarding refunds on its showbill.

It will be the responsibility of each MIHJA approved show to appoint a three-person horse show committee, one of which will be the Steward, and the other two from MIHJA members present. If possible, at least one person should be a Board member. The names of the members of the committee are to be posted in the Secretary's office and announced. This committee should be available at all times to act in an executive capacity. It shall be the duty of this committee to enforce all the rules of our organization.

These approved shows may change their classification by inserting the following

statement in their prize list/show bill: IF THERE ARE 20 OR FEWER ANIMALS EXHIBITING AT THE SHOW, MANAGEMENT HAS THE OPTION OF CANCELING ONE DAY OF THE HORSE SHOW. ALL EXHIBITORS THAT ARE SHOWING MUST INFORM MANAGEMENT OF THEIR INTENT TO EXHIBIT TWO DAYS PRIOR TO THE SHOW DATE TO DETERMINE HORSE COUNT. IT IS EXHIBITORS' RESPONSIBILITY TO CONTACT THE SHOW REGARDING ANY SCHEDULE CHANGE. SHOW MANAGEMENT WILL NOT BE HELD RESPONSIBLE FOR EXHIBITORS WHO DO NOT ADHERE TO THESE REQUIREMENTS,

A show whose application for dates is denied may appeal the ruling to the Board, which will make a final decision after giving an opportunity to affected parties to be heard. Appeal must be made in writing. The decision of the Board shall be final.

Duties of Horse Show Management:

1. Enforce all rules of MIHJA from the time entries are admitted to the show grounds until their departure.

2. Hire the necessary judges and officials for the operation of the show and to see that they are properly qualified.

3. It is recommended that prior to the show, Show Management notifies a local ambulance service regarding the date and location of the show. The name and phone number of the service should be posted in a prominent location in the Secretary's office, preferably near the telephone.

4. Equipment: All MIHJA jumper classes must use two timers if timing equipment is not available. If electrical timing equipment is used, there must have one back up timer. The judge will not be eligible to be a back up timer.

5. Prevent manual poling with unauthorized poles or the abuse of a horse anywhere on the grounds.

6. Eliminate, without waiting for a protest to be made, a competitor who has made an entry of horse or rider that is ineligible.

7. Receive and act upon protest and charges by contacting the Three-Person Horse Show Committee and report whatever action is taken to MIHJA.

8. Pay premiums and other indebtedness of the show within 60 days.

9. Provide a telephone at shows where horses are stabled overnight.

10. Each approved show shall have a copy of the current MIHJA Rule Book available for reference at all times during the show.

11. Furnish the judges in each class a score card and exact class specifications.

12. Provide a number for each competitor which shall be worn on the rider's back or in a conspicuous place, clearly visible to the judge at all times when in competition.

13. If stalls are provided, they must be of sturdy construction, in good condition and safe for horses and ponies. Prize list/show bill must specify type of stabling, and whether stall doors will be provided.

14. Water facilities shall be convenient and ample.

15. Provide adequate and sanitary toilet facilities.

16. Provide Secretary's office with adequate personnel and proper communication between secretary, announcer, in-gate, each ring and stables.

17. At shows which offer overnight stabling, adequate lighting must be provided.

18. It is highly recommended that food be provided on the show grounds. If food will not be available, it should be so noted on the show bill/prize list.

19. Lighting at sunset that provides full and complete visibility is a requirement for the show ring and schooling area. Horses may not be exhibited in the show ring or schooled in the designated warm-up areas after the official hour of sunset unless lighting is provided that assures full and complete visibility.

20. Make available MIHJA Application Forms (available from MIHJA Secretary and provided in show packets) at the show’s registration table.

21. Non-member MIHJA fee: Each show shall charge all non-MIHJA show participants a $10.00 non-member fee, to be collected and refunded to MIHJA with the show results.

22. Course Designer: The Course Designer must be named on the show application, and is responsible for laying out the course, building the obstacles and for the measurement of the course. The designer must be present at all sessions of a show and be available to report to the judge at any time that the course is ready in all respects. The designer is responsible for the correctness of the course and must give consideration to any suggestions made by the judge and/or Three-Person Horse Show Committee. Copies of the courses must be given to the judge.

23. Schooling: Show Management must provide a sufficient area for schooling horses. Adequate lighting must be provided in schooling areas used after dark. Schooling over obstacles in the ring or over any part of an outside course is permitted only at the time designated by the Show Committee. All other schooling over obstacles shall be permitted only within clearly identified areas and only at times designated by the Show Committee. Schooling over obstacles in any other area of the show grounds or at any other time is prohibited and shall constitute a violation. If possible, provide separate schooling areas for Hunters and Jumpers if they are shown simultaneously. It is recommended that each schooling area have a minimum of two obstacles including at least one spread fence.

SHOW MANAGEMENT HAS THE RESPONSIBILITY OF SUPERVISING THE SCHOOLING AREA AND MAINTAINING A SAFE SCHOOLING ENVIRONMENT.

24. Time Schedule: It is recommended that the order of go on the published order of classes on the show bill/prize list should not be altered. It is also highly recommended that every show provide a day-of-show telephone contact number for use by exhibitors to call the event.

25. Showing ring and/or hunt course must be surrounded by a suitable barrier (fence). Gate is optional.

26. Members of the Three-Person Horse Show Committee (see above) must be selected and a list of their names posted in the Secretary's office and announced prior to the start of the show. One member of the Committee will be the Steward, who must be a MIHJA member who is not participating as a show contestant.

27. Right to cancel: The Show Committee may reserve the right to cancel any of the unrecognized classes, but must offer all MIHJA classses. The Show Committee may also reserve the right to divide or combine any class or classes should the best interests of the show require it.

28. An area must be designated and clearly marked away from horses for spectators to safely view the show.

29. Failure of a horse show to comply with the above requirements shall constitute a violation of the rules and will subject the horse show to fine, censure or revocation of its dates (and/or penalty) at the Board’s discretion. Fines not to exceed $50.00.

Show results must be post marked to the MIHJA Secretary on forms supplied with show approval package within 10 days of the last day of the show. The show must furnish the number of entries in each class for the purpose of tabulation of points. Shows are required to retain a copy of the official show results until the end of the current show season or for 30 days whichever is longer. In the event of a Point Inquiry, each show will fax or mail a copy of the results from each of their shows directly to the Inquirer. These results will NOT go through the Point Secretary. Shows should retain their receipts and submit them to the Treasurer to be reimbursed for postage.

Failure to comply will result in a forfeiture of that portion of the application fee set aside for this purpose. For the second consecutive offense, the show and/or show management may be denied approval for one year as of date of second offense.

It is strongly recommended that show results be provided to local newspapers and Chronicle of the Horse, and other equine periodicals for publication.

(a) To be eligible to earn points in the Under Saddle class, the entry must complete the course in at least one class over fences. However, showing in just the Under Saddle portion of the division will not ruin eligibility in other divisions.

(b) At least three classes must be offered and held in a division to award a championship.

(c) A show or section of a show composed entirely of classes for hunter/jumpers must offer all of MIHJA’s approved divisions with a minimum of two classes per division, one of which must be over fences.

(d) All shows must offer all MIHJA recognized divisions.

(e) Classes must be held if there are three entries to compete.

(f) Protective Headgear Rule: Anyone riding in Hunter, Jumper and Hunter Seat Equitation sections cannot ride anywhere on the show grounds without wearing protective headgear meeting USEF approved standards. Harnesses must be secured and if said headgear has a brim it must be flexible or semi-flexible. Any rider violating this rule at anytime is prohibited immediately from further riding until the headgear is properly in place.

(g) Riders must wear appropriate show attire (i.e., boots, breeches or jodhpurs, ratcatcher for ladies, and shirt with tie for men, and jackets; black gloves in equitation). The judge may deem it appropriate to eliminate jackets depending on the weather, but a ratcatcher or dress shirts must still be worn. The only exception is in the jumpers division in which they may wear a solid color polo shirt instead.

(h) Horses may not wear protective boots or wraps(except in equitation or jumper divisions). They must have a white, off-white, or natural (preferably contoured) saddle pad. For hunter classes, the judge may dictate boots are appropriate.

IT IS THE RESPONSIBILITY OF THE RIDER OR THE PARENT OR GUARDIAN TO SEE THAT THE HEADGEAR COMPLIES. IT IS NOT THE RESPONSIBILITY OF MANAGEMENT OR OFFICIALS TO CHECK HEADGEAR. SHOW MANAGEMENT RESERVES THE RIGHT TO PROHIBIT FROM COMPETITION AND/OR TO EXCUSE FROM THE SHOW GROUNDS ANY COMPETITOR WHO FAILS TO COMPLY WITH THIS RULE.

(i) Course requirements:

1. Height: 50% of all fences must be the height required for that class. No fence shall be less than three inches lower than the required height with the exception of the first fence, a brush, ditch or bank. MIHJA required fence heights are listed under the recognized divisions. In case of inclement weather, fence heights may be adjusted for safety reasons at the discretion of show management.

2. Width: In hunter classes, All fences without wings must be at least 20 feet wide. If wings are used, wings must be at least 30 inches wide and at least 13 inches higher than the top element of the fence. The fence must be a minimum of 10 feet excluding wings. At shows held in indoor arenas, wings shall be optional standards may be used instead. In equitation classes, a narrow jump (8’-10’) may be used.

3. Hunter courses shall consist of 7-9 jumps. Of these 7-9 jumps, 6 of the eight must consist of straight or approved broken lines(i.e. two outside lines and one diagonal line) the other two may be single straight jumps.

4. No oxers may be used as a first fence in any line or any hunter course.

5. All poles on jumps in Hunter classes must be a solid color. Approved colors are Rust, Gray, White, Green, & Brown. Striped or colored poles are only allowed during Equitation and/or Jumper classes.

In all situations not covered by MIHJA rules, USEF rules shall prevail. If any conflict occurs at a show between MIHJA and USEF rules, the MIHJA rules shall prevail. Questions or disputes in connection with any phase of competition will be referred to the Three-Person Horse Show Committee for ruling. The current USEF Rule Book will be used to settle any questions or protests not covered by the MIHJA Rule Book. If the disputing party is not satisfied with the verdict, he must present a written protest to the MIHJA President along with a $35.00 fee within two weeks of the date of the incident. This protest will be submitted and ruled upon by the Board of MIHJA within two weeks of the date upon which it was received. The Board's decision shall be final.

(a) To be eligible for a year-end award, the horse and/or pony must be owned by a member of the Association, specifically nominated and a fee paid. Nomination fee is determined by the Board.

(b) A leased animal is considered to be owned by the lessee and accumulates points in his/her name, the award being made to the lessee.

(c) To be eligible for an equitation award, the rider must be a member of the Association, specifically nominated for equitation classes and a fee paid.

(d) A nominating fee, determined by the Executive Committee, must be paid to MIHJA for each horse/pony and equitation rider. For the points to be awarded all nomination fees must be received by the Secretary or Show Secretary BEFORE March 1^st of the current show season. Horses or riders nominated after March 1^st will receive points from the date of nomination only.

(e) For classes defined in part by the age of the rider, for purposes of MIHJA, the age of an individual on December 1 of the previous year (i.e., for the 2006 show season, age on 12/01/05) shall be maintained throughout the entire show year. Riders born on December 1 shall assume the greater age on that date.

(f) All ponies/small horses competing in Pony/Small or MIHJA Medal must be officially measured by the show steward with an MIHJA Board Member prior to being shown in said divisions. Measuring must be done on a hard, flat surface (preferably level cement) with an USEF approved measuring stick. The information will then be forwarded to the Secretary who will mail an official measurement card to the owner of the pony/small horse. This card should be presented to the Show Secretary at all future shows to avoid being remeasured.

(a) Only the first 6 places shall count regardless of the number of ribbons offered.

(b) Scores of all animals and equitation riders will be kept by the MIHJA Secretary. Results received from MIHJA recognized shows shall furnish the sole basis upon which the scores are figured and the MIHJA tally thus derived shall be the final authority in determining the winners.

(c) Tabulated points will be published in the newsletter periodically throughout the year. Any disputed points must be brought to the attention of the Board with a $35 inquiry fee at least 10 days before the Awards Banquet.

(d) Points accumulated in one division remain tabulated with that division for the purpose of determining year-end awards.

(e) Dividing and/or combining classes and/or sections will be done in accordance with current USEF rules for that division.

(f) The number of entries is determined by the number of horse/rider combinations in each class.

(g) Hunter division championships will be awarded only when there is a minimum of three classes in the division, one of which will be an under saddle class.

(h) The Secretary will use every care to achieve accuracy in computing the standings, but neither the Secretary nor the association will be liable for the failure of any member show to file the results of their show, nor for errors or omissions in the marking thereof, nor responsible beyond the point of accuracy in computing the final standings from the results submitted by the proper authorities of each show. The standings will be made available to the members, along with the results of the individual classes held at each of the shows.

(i) In order to be eligible to receive points in a division for a year end award, there must have been at least two (2) nominated entries in the division during that year.

EXHIBITORS WHOSE POINTS ARE IMPORTANT TO THEM ARE STRONGLY ADVISED TO COMPARE THEIR RECORD OF THEIR HORSE/RIDER’S RESULTS TO THAT DISPLAYED BY THE POINT SECRETARY. POINT INQUIRIES SHOULD BE BROUGHT TO THE BOARD FOR A $35 INQUIRY FEE.

Part 6. Point Value- Points awarded using following scale:

Jumpers: 1st - 10 points, 2nd - 6 points, 3rd - 4 points, 4th - 2 points, 5th - 1 point, 6th - 1/2 point

Hunters: 1st - 10 points 2nd - 6 points, 3rd - 4 points, 4th - 2 points, 5th - 1 point, 6th - 1/2 point. Add all over fences classes - sub total. Circle top four horses' points. Only these top four can earn under saddle points toward championship. If tie exists, award to the horse with the most points over fences.

(a) Year-end awards shall be awarded on points. Winners shall be those nominated horses (ponies) and/or riders who score the highest number of points in their divisions at MIHJA recognized shows from December 1st through November 30.

(b) No credit will be given for classes whose specifications are not in accordance with MIHJA rules.

(c) Credit will be given for the first six places only.

(d) Nominees must have shown in their nominated division in at least ONE MIHJA approved show other than the Double Point Club Show to be eligible for year-end awards. Nomination fees will not be refunded under any circumstances.

(e) Presentation of the MIHJA High Score Awards will be made at the annual Awards Banquet, on a date to be determined by the Executive Board.

In the event of a tie, the High Score Award will be awarded to each competitor.

The purpose of these awards is to encourage participation at member shows. In making the award, MIHJA in no way implies that the winners are the best overall but certifies that these animals are properly nominated and are exhibited and owned or leased by an MIHJA member, acquired the greatest number of points during a given year, as outlined below.

1. Horse or pony must be nominated, and owned or leased by a member of the Association.

2. Points may be earned in any division recognized by the Association except Equitation, which is based on the rider, or Schooling Jumper, which is not a Hunter division.

3. No credit will be given for ribbons won in any class that does not count for year-end awards. For example: Classics or Warm-Up.

4. Horse/pony may be ridden by more than one person (junior, amateur or professional) throughout the year.

5. If the horse/pony is sold or leased during the point season, points stay with the horse. The award is made to the owner as shown in the MIHJA recording files at the time the horse/pony wins its last point in competition. The owner must be a member in good standing of MIHJA.

6. In the event of a tie, award will be presented to each competitor.

Ownership of a horse (pony) may be transferred during the show year without affecting the animal's score, the award being made to the owner as shown in the MIHJA recording files at the time the horse wins its last point in the competition. It is the responsibility of buyer to notify the MIHJA Secretary of a transfer of ownership. For the accumulated points to transfer with the horse/pony, the new owner must be an existing MIHJA member in good standing, or joins the organization within ten days after the purchase of said horse. If the new owner is not a member or does not join within ten days, the points will remain with the seller.

It is the responsibility of the owner to notify the MIHJA Secretary of the change of any animal's name within 15 days of such change so tabulation records may be corrected. A fee of $35 will be charged.

The specifications listed below for hunter, jumper and equitation divisions and classes have been designed to meet the requirements of MIHJA shows. Divisions and classes will be accepted for points as long as they do not change the basic specifications and eligibility.

Trotting Pole Hunter (Fence Height: poles on the ground): Open to any hose or rider who has not shown over fences 2’ or higher. Riders in this division are not required to wear show attire. Cantering to count against the exhibitor in the Over Poles class. Division should include two courses over poles, a walk/trot, and a hunter under saddle class. Walk/Trot class WILL count towards division championship and year-end awards.

1. Cross Rail Hunter (Fence Height: Less than 12" at center): Open to any horse/rider who has not shown over fences higher than 2’6" in the same year and remain eligible for that year only. Status is determined as of December 1 of the current show season. Points earned in this division for purposes of year-end awards are earned by the horse only.

2. Short Stirrup Hunter (Fence Height: Less than 12" at center, not limited to twice around the outside course): Open to horses/ponies of any age or showing experience ridden by an exhibitor 12 years of age and under. A rider is eligible to compete in this division for two years after their 9th birthday. Until then, there are no restrictions on the number of years a rider may compete in this division. Once a rider has shown over fences 2’, he/she is no longer eligible to compete in this division the following year. If two under saddle classes are held, such as walk-trot and walk-trot-canter, only the walk-trot-canter class will earn points toward the division championship. Points earned in this division for purposes of year-end awards are earned by the horse only.

3. Long Stirrup Hunter (Fence Height: Less than 12" at center, not limited to twice around the outside course): Open to horses/ponies of any age or showing experience ridden by an exhibitor 13 years of age and older. There are no restrictions on the number of years a rider may compete in this division. Once a rider has shown over fences 2’, he/she is no longer eligible to compete in this division the following year. If two under saddle classes are held such as walk-trot and walk-trot-canter, only the walk-trot-canter class will earn points toward year-end awards. Points earned in this division for purposes of year-end awards are earned by the horse only.

Beginner Horse Hunter (Fence Height: 1’6"): Open to any horse/pony that has not shown over fences 2'6" or higher. A horse/pony is eligible to compete in this division for two years only. A horse/pony may show over fences higher than 2'6" in the same year, but is then ineligible to compete in this division the following year. Status is determined as of December 1 of the current show season. Course must have at least one change of direction. In and outs not permitted.

Beginner Rider Hunter (Fence Height: 1’6"): Open to any rider who has not shown over fences 2'6" or higher. A rider is eligible to compete in this division for two years only. A rider may show over fences higher than 2'6" in the same year, but is then ineligible to compete in this division the following year. Status is determined as of December 1 of the current show season. Course must have at least one change of direction. In and outs not permitted.

4. Evergreen Hunter (Fence Height: 2’): Open to any horse or rider. Course must have at least one change of direction. In-and-out’s not permitted. Points earned in this division for purposes of year-end awards are earned by the horse only.

5. 4-H/Pony Club Hunter (Fence Height: 2’ – 2’3"): Open only to current members of any recognized 4-H Club or Pony Club. Must be able to provide proof of membership to show secretary. Course must have at least one change of direction. In-and-outs are not permitted. Points earned in this division for purposes of year-end awards are earned by the horse only.

6. Baby Green (Fence Height: 2’-2"3"): Open to any horse/pony that has not shown over fences higher than 2’6". A horse/pony is eligible to compete in this division for two consecutive years only. A horse/pony may show over fences higher than 2’6" in the same year, but is then ineligible to compete in this division the following year. Horse/pony status is determined as of December 1 of the current show season. Points earned in this division for purposes of year-end awards are earned by the horse only.

7. Novice Rider(Fence Height: First Year 2’-2’3", Second Year 2’3"-2’6"): Open to any rider of any age that has not shown over fences higher than 2’6". A rider is eligible to compete in this division for two years only. Points earned in this division for purposes of year-end awards are earned by the horse only.

8. Schooling Hunter (Fence Height: 2’6"): Open to any horse or rider. In-and-outs not permitted. Points earned in this division for purposes of year-end awards are earned by the horse only.

Ponies 13.2 and under: Fence Height: 2’-2’3"

Ponies over 13.2 and under 14.2: Fence Height 2’3"-2’6"

Horses over 14.2 and under 15. 2½ Fence Height 2’6"-2’9"

NOTE: In-and-outs prohibited.

Points earned in this division for purposes of year-end awards are earned by the horse/pony only.

10. Children’s Hunter (Fence Height: 2’9"): Open to any horse/pony ridden by a Junior 17 years and under. Horse and rider may not cross enter into the Junior Hunter Division at the same show. Rider may compete over fences no higher than 3’ during the current season. Points earned in this division for purposes of year-end awards are earned by the horse only.

11. Pre-Green Hunter (Fence Height: 2’6"-2’9"): Open to all horses/ponies who have not competed over fences higher than 3’. Horse/pony is eligible to compete in this division for two consecutive years only. Points earned in this division for purposes of year-end awards are earned by the horse only.

12. Low Hunter (Fence Height: 2’9"): Open to any horse/rider. Points earned in this division for purposes of year-end awards are earned by the horse only.

13. Adult Amateur Hunter (Fence Height 2’9"’): Open to any horse ridden by an amateur exhibitor (as defined by USEF rules) 18 years of age and over. Points earned in this division for purposes of year-end awards are earned by the horse only.

14. MIHJA Hunter (Fence Height 3.0’): Open to all horses/ponies ridden by a current MIHJA member. Points earned in this division for purposes of year-end awards are earned by the horse only.

15. Green Working Hunter (Fence Height 1st year: 3’; Fence Height 2nd year 3’3"): Open to all horse/ponies in their first or second year of showing in any classes that require horses to jump 3’ or higher. Horses in this division may enter in other classes at higher fence heights the same year

without losing their eligibility. The classes will be judged as one division. Points earned in this division for purposes of year-end awards are earned by the horse only.

16. Junior Hunter (Fence Height for riders 14 & under: 3’; Fence Height for riders 15-17: 3’3"): Open to horses/ponies ridden by a Junior. Separate classes may be offered for riders 14 and under and riders 15-17. When divided as to age of rider, no horse may compete in both classes. Points will be awarded to winners in all sections. If separate classes are offered, there must be six entries for each section of the division. If each section does not fill with six horses, the section must be combined as one division. Points earned in this division for purposes of year-end awards are earned by the horse only.

17. Open Hunter (Fence Height: 3’3"-3’6"): Open to any horse or rider. Points earned in this division for purposes of year-end awards are earned by the horse only.

PART II: JUMPER DIVISIONS

1. Hopeful Jumper (Fence Height: 2’3"-2’6"): Open to any horse or rider. Classes to be held under any USEF jumper table. Points earned in this division for purposes of year-end awards are earned by the horse only.

2. Schooling Jumper (Fence Height: 2’9"-3’ (Level One)): Open to any horse or rider. Classes to be held under any USEF jumper table. Points earned in this division for purposes of year-end awards are earned by the horse only.

PART III: EQUITATION DIVISIONS

Entries in these divisions are judged on hands and seat according to current USEF rules. Medal classes will not count toward Hunt Seat Equitation points. ONLY ONE RIDER PER ANIMAL CAN SHOW IN ANY EQUITATION CLASS.

1. Short Stirrup Equitation (Fence Height: Less than 12" at center, not limited to a twice around the outside course): Open to horses/ponies of any age or showing experience ridden by an exhibitor 12 years of age and under. A rider is eligible to compete in this division for two years after their 9th birthday. Until then, there are no restrictions on the number of years a rider may compete in this division. Once a rider has shown over fences 2’, he/she is no longer eligible to compete in this division the following year. If two under saddle classes are held, such as walk-trot and walk-trot-canter, only the walk-trot-canter class will earn points toward the division championship. Points earned in this division for purposes of year-end awards are earned by the horse only.

2. Long Stirrup Equitation (Fence Height: Less than 12" at Center, not limited to a twice around the outside course): Open to horses/ponies of any age or showing experience ridden by an exhibitor 13 years of age and older. There are no restrictions on the number of years a rider may compete in this division. Once a rider has shown over fences 2’, he/she is no longer eligible to compete in this division the following year. If two under saddle classes are held such as walk-trot and walk-trot-canter, only the walk-trot-canter class will earn points toward year-end awards. Points earned in this division for purposes of year-end awards are earned by the horse only.

3. Novice Hunt Seat Equitation (Fence Height: 1st year 2’-2’3", 2nd year 2’3"-2’6"): Open to riders of any age. A rider may show this division for two years only(not necessarily consecutively). Rider may show over fences high than 2’6" in the same year, but once a rider has shown ANY division over 2’6", he/she is no longer eligible to compete in Novice Equitation the following year. May not cross enter into Intermediate and Open Equitation at the same show. Points in this division earned for purposes of year-end awards are credited to the rider only as equitation points.

4. Intermediate Hunt Seat Equitation (Fence Height: 2'6" - 2' 9"): Open to any rider. May not cross enter into Open or Novice Equitation at the same show. Points in this division earned for purposes of year-end awards are credited to the rider only as equitation points.

5. Junior Hunt Seat Equitation (Fence Height for 11 & Under: 2' , 12-14: 2'3"-2'6", and 15-17: 2'9"): Open to all horses/ponies ridden by a Junior. Separate classes may be offered for riders 14 & Under and for riders 15-17. Points in this division earned for purposes of year-end awards are credited to the rider only as equitation points.

6. Open Hunt Seat Equitation (Fence Height 3’-3’3): Open to any rider. Rider may not cross enter into Novice or Intermediate Equitation at the same show. Points in this division earned for purposes of year-end awards are credited to the rider only as equitation points.

7. Adult Amateur Hunt Seat Equitation (Fence Height: 2’6"-2’9"): Open to all horses/ponies ridden by an amateur adult. Points in this division earned for purposes of year-end awards are credited to the rider only as equitation points.

8. MIHJA Mini Hunt Seat Medal Class (Fence Height 2’-2’3"): Exhibitors must be in proper attire and complete the course for it to be an official MIHJA Mini Hunt Seat Medal Class. To jump a minimum of 8 (eight) equitation or hunter type fences. The judge will then select the top 4 (four) riders, if available, to perform an additional test over fences. Judge MAY call back additional riders if deemed appropriate. The same animal must be shown in all phases of the class and with the same tack in which it began the class. Class to be judged on hands, seat, guidance and control throughout. Jumping faults of mount not to count. Fall of horse or rider or three disobediences shall eliminate exhibitor. USEF Tests 1-19 may be used.

Ponies 13.2 and under: Fence Height: 2’-2’3", one-stride In-and-out 17’, two-stride 26’

Ponies over 13.2 and under 14.2: Fence Height: 2’3"-2’6", one-stride In-and-out 20’, two-stride 30’

Horses over 14.2: Fence Height: 2’9", one-stride In-and-out 24’, two-stride 36’

Fences to be appropriate as above. Exhibitors must be in proper attire and complete the course for it to be an official MIHJA Hunt Seat Medal Class. To jump a minimum of 8 (eight) equitation or hunter type fences with or without wings. Judge and course designer MUST incorporate at least two tests from the USEF Rule Book (Equitation Division) in the course. The judge will then select at least one-fourth of the class, but not less than 6 (six) riders, if available, to show at a walk, trot and canter plus two or more tests from the USEF Equitation rules. Judge MAY call back additional riders if deemed appropriate. EACH PHASE SHALL COUNT 50%. The same animal must be shown in all phases of the class and with the same tack in which it began the class except NO MARTINGALES ON THE FLAT. Class to be judged on hands, seat, guidance and control throughout. Jumping faults of mount not to count. Fall of horse or rider or three disobediences shall eliminate exhibitor.

1. All Medal riders must be a member of MIHJA as of the closing of entries to

participate in a Medal class.

2. Points to be doubled for Medal classes regardless of the classification of the show.

3. IF ONLY ONE RIDER, NO MEDAL WILL BE AWARDED.

Fence heights as designated in the regular Medal Classes.

To be held each year at the 2nd MIHJA Club Show. The judge will be approved by MIHJA. The winner of the competition will receive the MIHJA Hunter Seat award at the Annual Banquet. The top 12 (twelve) ELIGIBLE riders in the point standings at the time of the designated show will compete. NOTE: If all 12 (twelve) do not choose to compete, MIHJA will qualify other riders below 12th place in the standings to participate.

RIDERS WHO WIN A GOLD MEDAL DURING THE REGULAR SEASON AUTOMATICALLY QUALIFY FOR MEDAL FINALS.

The finals will be judged in two phases for both the Open and Mini Medal Finals:

50% - Over Fences, 50% - On the Flat

Class routine: The flat phase will be held first. It will consist of a walk, trot and canter plus at least two or more tests from the USEF Equitation rules.

The over fences phase to consist of a course of 8 or more jumps with or without wings. Two or more tests will be incorporated in the course. The judge, course designer and Medal Finals Committee will design this jumping phase. IT SHOULD BE DESIGNED TO BEFIT A MEDAL FINAL PERFORMANCE.

Scoring: After both phases, the rider's flat phase score and over fence phase score will both be announced. The two scores from all contestants will be added together and final placing announced. Fall of the horse or rider, or three disobediences does not eliminate the finalist. The same animal must be shown in both phases of the finals in the same tack in which such animal began the finals EXCEPT NO MARTINGALES ON THE FLAT. Winner may show again the following years, if qualified.

Part IV. Other Classes

1. Pleasure Horse/Pony Under Saddle: Open to any horse or rider. Horse/pony to be shown at a walk, trot and canter. Points earned in this division for the purpose of year-end awards are earned by the horse only.

2. Command Class Under Saddle: Open to any horse or rider. Horse/pony may be asked to walk, trot canter, counter-canter, halt, reverse, back-up, change lead, sit trot, extend trot and hand gallop at the discretion of the judge. Points earned in this division for the purpose of year-end awards are earned by the horse only.
